On August 1, 2026, Mayor Mamdani and Department of Finance Commissioner Richard Lee announced a four-week extension of the exemption application deadline for the non-primary residence property surcharge. Owners now have until September 18, 2026 to apply.
What does the extension say?
- One date: September 18, 2026. Both application links on the Department of Finance's page, homes and condominiums and cooperative units, now carry it, so the mailing's two printed dates, August 21 and August 24, are superseded by a single deadline.
- Everyone on the mailing: the announcement applies the extended deadline to everyone who received a notice from the Department of Finance.
- The stated purpose: more time to establish that the property is a primary residence, and more time to get questions answered by the Department of Finance before filing.
What does the extension not change?
- The notices themselves. Letters in hand still print August 21 or August 24; the extension supersedes the printed date rather than reprinting the mailing.
- The portal and the documents. Responses still go through nyc.gov/npsurcharge with the notice's security code, and the rule's documentation lists are untouched.
- The calendar after the response. The first bill a standing surcharge appears on is still the one due January 1, 2027, the Tax Commission's March 2027 dates stand, and the 30-day appeal window in the adopted rule is unchanged.
