The deadline moves again: October 6, 2026

The Department of Finance program page for the surcharge now gives the exemption application deadline as October 6, 2026, and it gives that date three times: in the parenthetical on the application link for residential homes and condos, in the same parenthetical on the link for cooperative units, and in an all-caps note reading "THE DEADLINE FOR SUBMITTING AN EXEMPTION APPLICATION IS EXTENDED TO OCTOBER 6, 2026". The page was read live on August 25, 2026.

What moved, and what did not?

• One date again: October 6, 2026 for residential homes and condos and for cooperative units alike, which is how both application links now read.
• The application clock, and that is the whole of it. This is the deadline for submitting an exemption application to the Department of Finance.
• The appeal window under 19 RCNY 62-06(b)(1), which the August 3 emergency rule set for fiscal year 2026-27, is this same clock, and it moved with it. The City's sworn court papers state that the Commissioner used that rule's good-cause power to extend the deadline "for any property owner that has not yet submitted such documentation until October 6, 2026" (O'Brien v. City of New York, Sup. Ct. Richmond County, index 85217/2026, NYSCEF Doc. 29 ¶¶39-40, sworn August 25, 2026). Until those papers were filed this record did not merge the two on an assumption; it merges them now on the City's own words. See the August 3 entry.
• The printed notices. Letters in hand still read August 21 or August 24, as they have since the mailing went out on July 22, 2026.
• The calendar after the response. A surcharge that still stands first appears on the property tax bill due January 1, 2027.

Why is this entry dated August 25?

Because that is the day the change was read on the page. The first extension arrived with an announcement from the Mayor and the Commissioner on August 1, 2026, and an emergency rule two days after it, so the record could date that one to the day the thing happened. The document carrying this move, so far, is the program page. The entry therefore takes the date the page was read, and this record will carry the instrument behind the change when one is published.
